Abstract

The term “foresight” is often misunderstood and is used to indicate a variety of programmes, exercises, studies and techniques for looking at the future. There have been several national foresight programmes in recent years (including the UK, Germany, the Netherlands, the USA, and Japan), usually conducted at government level and carried out for a variety of reasons including the promotion of national R&D and industry competitiveness. Larger business organizations, particularly those with a scientific and technical base, sometimes carry out their own exercises usually as part of longer term strategy, although foresight is possible for smaller organizations too. This article provides a short and simple guide to the foresight process with the specific aim of deriving real value for organizations rather than merely conducting an interesting exercise.

Abstract

Purpose

This paper aims to present an exploration of recent work in complexity theory to explain why and how disruptive events happen in systems and how responses could be better, particularly in the policy‐making arena.

Design/methodology/approach

The main method applied is critical thinking combined with a review of selected aspects of complexity theory and a general experience of applying foresight. Several new and practical implications for foresight techniques and their application are derived. Promoting variation is examined as one way to make policies more resilient in a complex system.

Findings

Complexity science demonstrates that disruptive events do not need an associated trigger, as they are a normal part of a complex system. This insight implies that if we are always looking for weak signals we will certainly be caught unawares.

Practical implications

The assumption that disruptive events can be managed by planning and forecasting is not a workable option. Instead, policy making needs to assume that unexpected disruptive events will happen even with the best horizon scanning system in place. Foresight techniques need to be developed to embrace emergence and to provide capabilities such as reframing to visualise systems from very different perspectives, including those considered impossible now.

Originality/value

Although neither complexity theory nor the concept of reframing is new in the area of foresight, the derivation of practical implications for foresight techniques is original.

Tremendous changes are occurring in the field of employment as a result of the diminishing number of school leavers. This total change is a highly significant factor in the area of women′s careers, and one which will provide marvellous opportunities to well‐qualified women. This, and a variety of other topics were among those addressed at a recent conference, “Harnessing the Female Resource”, and forms the basis of this article. The article aims to further the training and development of women and is directed at anyone who has influence in this field‐women themselves, teachers, career counsellors, employers.

This total change in the pattern of working is a highly significant factor in the area of women's careers, which is going to give well‐qualified women marvellous opportunities. The statements which have recently been made in various quarters to the effect that Danish butter is losing its hold on the English market, that its quality is deteriorating, and that the sale is falling off, are not a little astonishing in face of the very strong and direct evidence to the contrary furnished by the official records. As an example of the kind of assertions here alluded to may be instanced an opinion expressed by a correspondent of the British Food Journal, who, in a letter printed in the March number, stated that “My own opinion is that the Danes are steadily losing their good name for quality, owing to not using preservatives and to their new fad of pasteurising… .”

Abstract

Purpose

Developing a performance measure and reporting the results to support decision making at an individual level has yielded poor results in many health systems. The purpose of this paper is to highlight the factors associated with the dissemination of performance information that generate and support continuous improvement in health organizations.

Design/methodology/approach

A systematic data collection strategy that includes empirical and theoretical research published from 1980 to 2010, both qualitative and quantitative, was performed on Web of Science, Current Contents, EMBASE and MEDLINE. A narrative synthesis method was used to iteratively detail explicative processes that underlie the intervention. A classification and synthesis framework was developed, drawing on knowledge transfer and exchange (KTE) literature. The sample consisted of 114 articles, including seven systematic or exhaustive reviews.

Findings

Results showed that dissemination in itself is not enough to produce improvement initiatives. Successful dissemination depends on various factors, which influence the way collective actors react to performance information such as the clarity of objectives, the relationships between stakeholders, the system's governance and the available incentives.

Research limitations/implications

This review was limited to the process of knowledge dissemination in health systems and its utilization by users at the health organization level. Issues related to improvement initiatives deserve more attention.

Practical implications

Knowledge dissemination goes beyond better communication and should be considered as carefully as the measurement of performance. Choices pertaining to intervention should be continuously prompted by the concern to support organizational action.

Originality/value

While considerable attention was paid to the public reporting of performance information, this review sheds some light on a more promising avenue for changes and improvements, notably in public health systems.

Abstract

Purpose

Post-occupancy evaluation (POE) of office buildings, accommodating large number of users, is significantly demanded, to ascertain the provision and upkeep of users' requirements. This paper presents the findings of a POE of an office building located in Saudi Arabia, as a case study.

Design/methodology/approach

A mixed approach of qualitative and quantitative research activities were conducted to achieve the objective of this study. Previous studies were analyzed to identify 28 performance indicators, grouped under seven technical and functional performance elements in office buildings. A walkthrough served to gain familiarity with the building, and identify the obvious performance defects. Interviews were conducted to solicit the users' perceptions about the performance elements, and initiate discussions based on the findings of the walkthrough. A user satisfaction survey was then deployed to quantify the user's feedback on the performance of the building.

Findings

Users of the case study office building were generally satisfied with all the technical performance elements, except visual comfort. They were also dissatisfied with two functional performance elements, namely office layout and building equipment.

Practical implications

Recommendations were developed to improve the performance of the case study building. The approach followed and the defined indicators can be of practical value to design professionals, administrators and facilities managers, responsible for the design and operation of office buildings.

Originality/value

Office buildings are valuable business capital for their corporate organizations. This study contributes to the facilities management literature, through providing a systematic approach for the quality and performance appraisal of the performance elements of office buildings.
